I've upgraded you to Recruit and assigned you to Omega Squad as Codeist said. You should now be able to see the Police Academy sub-board and I suggest you go over there and introduce yourself in the Omega Ops thread. You should also check out the threads in the Departmental Handbook while you are over there.
I'll reiterate what Codeist said about changing your group affiliation.
