Absolutely not man! We have one of the strictest codes of conduct RE: PKing that you'll find in Malton. There have been incidents in the past where a lone officer accidentally shoots an innocent or someone they weren't sanctioned to kill, but certainly not on the scale of what you're describing.
EDIT: And Kyubey, how could you recognise them as official DHPD if you can't remember any names now...?
