My apologies. I've checked my records and I did indeed create an account. My memory was that I looked at the forum, and clearly didn't meet the membership requirements. I'm guessing I treated the lack of response to my request as confirmation I was ineligible and then promptly forgot that I'd ever even made the attempt. I know I checked back at the forums a couple of times for responses but, after a period, simply gave up.
